Mr. E. A. Hewett was absent from the meeting of Council
but he recorded his approval of the proposal on the
minute paper which accompanied the papers when circulated
to members previous to the meeting.

There is at present time only 1
member of the Cadet Service who is a member of the
Volunteer Corps. There is no reason in my opinion why
every Passed Cadet, who is physically fit, should not
serve as suggested in the Volunteer Corps.
There are 41 other Civil Servants
in the Volunteer Corps, and 61 of the class referred to
in the proposal now put forward who have never served in
any Volunteer Force or in the Army. There are 98 who have
#0 served. I see no reason why all such Officers if
physically fit should not likewise serve in the Volunteer
Corps. I do not anticipate that in either case would the
condition of service with the Volunteers deter men from
joining the Hongkong Service. But if experience shows that
the condition does act as a deterrent it can be dropped.
Nor do I think that the condition would interfere with the
Public Service. The training of the Volunteers with the
exception of the attendance at the Annual Camp is carried
out
